Is this La Nina?

Today's IR satellite image loop showed cyclonic flow from a low pressure in the Gulf of Alaska treadmilling moisture from west of Kuai all the way up and inland from the Washington and Oregon coasts. Is this a La Nina? I'm going to find out...
